Use precise, institutional language. Keep tone descriptive and procedural.
- Prefer neutral verbs: “identifies”, “documents”, “describes”.
- Avoid moral language, calls to action, and political endorsements.
- Name institutions, not private individuals.
- Cite primary sources.
- Write for agency staff who want clarity, not persuasion.
Example revision:
- “Exposing cruelty loopholes” → “Identifying statutory design features that complicate enforcement”
