Memo Formalism
The CORUM standard requires a specific structural formalism to ensure that forensic records are actionable by oversight bodies and administrative agencies.
Structural Requirements
To qualify as a "Verified Memo" within the repository, a document must adhere to the following formal constraints:
- Artifact Provenance: The document must be provided as a non-editable artifact (PDF) and, where applicable, on formal research or organizational letterhead.
- Failure Mode Taxonomy: The record must explicitly isolate a Failure Modeāthe technical or procedural mechanism of the administrative breakdown.
- Remedy Attribution: The analysis must conclude with a specific, procedurally viable remedy.
- Evidentiary Appendix: All primary sources must be explicitly cited or included as searchable metadata artifacts.
